Act aims to increase public confidence in public authorities through transparency and openness. You have the right to be told whether or 不 the University holds the information and if it is to have the information communicated to you.
Confidentiality and Commercial Interests that may exempt the information for being provided. If this is the case the University will explain in full why information is being withheld and you have the right to appeal.
(FoIA) was passed on 30 November 2000 and will be brought fully into force, The Act covers ‘public authorities’ which have been defined in the Act and include Higher Education Institutions. The Act creates new rights of public access to 所有 types of ‘recorded’ information held by public authorities, 列出了对一般权利的豁免, 并赋予公共当局一些义务. The aim of the FoIA is to promote greater openness and accountability It achieves this by giving public authorities two main responsibilities under the Act:
- 这所大学致力于制作一部 出版计划, which is a guide to the information we hold that is routinely made available to the public, 如网站和招股说明书等. 在行动, 'information' includes 所有 information held anywhere within the institution and does 不 have to be in the form of a specific document or structure.
- We must deal with individual requests and release information unless we can justify withholding information because an exemption in the Act applies.
Act extends these rights to 所有ow access to 所有 the types of information we hold, 无论是个人的还是非个人的.
The Act requires the University, as a public authority, to adopt and maintain a 出版计划. A 出版计划 is a guide to the information which the University has committed itself to publishing. The purpose of doing this is to make a significant amount of information available proactively,
The person making the request does 不 have to be the subject of that information. If an individual is the subject of that information then the principles of the 数据保护 Act to protect the data subject will take precedence over any 信息自由 rights.
- To be told whether the information exists – known as a duty to confirm or deny
The applicant must include a name and address (email address is acceptable) and provide details of the information sought.
The Act creates a general 访问权 to information held by the University but some information may be regarded as exempt information and therefore will 不 have to be provided in response to an individual request.
s23. Information supplied by, or relating to, bodies dealing with security matters
s36. Prejudice to effective conduct of public affairs (exempt information held by the House of Commons or Lords)
The University has adopted the Model Publication Scheme published by the Information Commissioner's Office; our Publication Scheme page will help you to locate information from the 埃克塞特大学 and help to ensure that your request is dealt with as quickly and efficiently as possible.
